The "problem" is that your default time animation is set up as a custom one to show the data from the first to the last time in the image every 15 minutes. If you bring up the animation properties dialog and select the "Define Animation Times" tab, you'll see that the "Define your own list of times" radio button is selected and that it is defined as described above. If you select the "Use all times from data" radio button and click apply, you'll see only the three times from the data. At some point, perhaps you selected this mode and then saved this as your default animation state.
