[IDV #ZSD-139205]: IDV - RHI Does Not Plot

We've fixed this for the next release.  If you want a preview, you can
get it at:

Since this is a new way of handling Level II data and you are our best
tester ;-), we'd appreciate your evaluation of it if you have time.

Also, with this version, you can read Level III files directly from
disk as well.
