[IDV #ROI-719445]: IDV - Error saving new projection

I am cc'ing Stu Weir on this. This is a problem in the definitions
of where the resources are defined in the Geon implementation of the 
IDV.

Stu - Once you go to the new plugin architecture this problem will
be solved. In the interim in your geon.rbi file you should add an
entry for projections.xml first in the list that points to the
user's .metapps directory.
