[IDV #HXW-419999]: IDV - New (?) problem reading Level II radar

Currently, you can only read the Level III data into the IDV through
the ADDE server.  As part of the work I described for the future, 
you'll be able to read them from disk also.

Okay.  They are using the same netCDF library we are, so we'll
make sure when we try this, we fix any bugs.
