Where are you trying to load this?  Is it through the URL chooser?
If I try that, I don't get anything (not even an error which is odd).

It is an XML file and It looks like your browser doesn't support
XML very well.  On my Firefox browser, it displays a
representation of the XML.

Use the Catalogs chooser in the Data Source Selector to paste in 
the catalog URL.  If you started the IDV with the -sitepath
argument as described in section 2.0, that URL should already
be in the dropdown menu (it should be the first in the list).
