20041005: IDV - Level 2 Radar Data display error

The problem is that there is a bug in the current version of the IDV
that does not allow it to display Level II data that is in Volume
Coverage Pattern (VCP) mode 121 which has 21 levels.  This will be
fixed in the next version.
