[IDD #HLA-384418]: CONDUIT down?

The last CONDUIT data product available in the LDM queue on the NCEP CONDUIT
source/relay has a time stamped of 20161206195329.856022 UTC, and that
roughly corresponds to the latest times reported in rtstats plots for
CONDUIT at the IDD top level relays.  We will send an email to the
NCEP data flow team to let them know about the problem.
