Hi Mike, 

Before going down that path, you may want to see if you can access the data you 
need from NCDC at:

http://www.ncdc.noaa.gov/nexradinv/

I see they have the N1V, N2V, and N3V products available for download.

There are many NOAA NOAAport contacts depending upon topic:

http://www.nws.noaa.gov/noaaport/html/noaaport.shtml

Hopefully NCDC has the products from the location and time you desire, if not 
we can help with working with
the level 2 data to derive the information you need.
