[CONDUIT #APE-897679]: Missing data on idd.unidata.ucard.edu feed

Hi Justin and Chi,

The following is the reply we received from UW/AOS (Pete Pokrandt)
regarding CONDUIT reception on March 8.  The snippit from their
LDM log file shows a problem receiving data from the CONDUIT toplevel
in the east:
