I dashed off my comment about the raob data earlier based on a note I added
to your inquiry last Friday. Evidently, I need to dig a little deeper -- the
WMO bulletin ID may not be part of the IDD Product ID, and, if it isn't, the
REQUEST pattern will not match anything. The other possibility is that
the data only comes in at 0 and 12 UTC, and you simply missed it for today.

An additional question comes to mind:
- what is your user going to do with the raob data when it is received?
The typical thing a site does is process the data using a decoder contained in
one of the packages we offer (e.g., GEMPAK, McIDAS, or netCDF Decoders).
This kind of approach is likely to be necessary because the data as broadcast
is not in engineering units.
If your user does decide to process the raw reports using a decoding package,
it would just as easy to decode all of the upper air data as it would be
to decode the data for one station.
