[IDD #BUI-508026]: NOGAPS/COAMP feed request

The machine:

ldm.aoos.org.sfos.uaf.edu <-> 137.229.33.91

has been allowed access to the FNMOC feed (aka NOGAPS, COAMPS, F19) on the
Unidata-operated, toplevel IDD relay nodes:

idd.unidata.ucar.edu - primary
idd.cise-nsf.gov     - secondary
