[IDD #WFA-619667]: Request for CONDUIT feed

We will configure the toplevel IDD relay node idd.cise-nsf.gov to allow
you to request CONDUIT data as soon as you provide the fully-qualified
name of the LDM host you will be requesting the data from.  Please be aware
that both forward and reverse DNS needs to be available for that machine.
Also please be aware that any firewall(s) at your site will need to be 
configured
for open, bidirectional flow of data through port 388.
