The ability to connect to port 8080 on the CMA LDM host can
be tested by the "telnet" utility:

    telnet tigge-ldm.cma.gov.cn 8080
    Trying 210.73.54.24...
    telnet: connect to address 210.73.54.24: Connection timed out
