program.  Therefore, ECMWF and NCAR should be able to request
CMA data from port 8080 (instead of port 388).  Traffic on
port 8080 appears to be less restricted than on port 388.

Those REQUEST entries do not show that the CMA LDM host is
running the "balance" program.  Instead they show that the
CMA LDM is trying to get data from port 8080 on the ECMWF
and NCAR LDM hosts, which must be running the "balance"
program (and I believe they are).
