[IDD #TXI-514355]: LDM problem from tornado.geos.ulm.edu

Evidently the ~ldm/etc/ldmd.conf file on tornado does not have an ALLOW
line for rainbow.al.noaa.gov.  Please remember that it is not necessary
for a downstream to ALLOW feed requests (including notifyme and ldmping)
from an upstream in order to receive data.  It is, of course, necessary
for the upstream to ALLOW the downstream.
