[IDD #WMK-459202]: CONDUIT allow for Universidade de Averio

Hi Pete,

Can you add an allow for all of CONDUIT for the Universidade de Averio?
Here are the details:

machine:    atm77.fis.ua.pt (Portugal)
IP:         193.137.81.77
UA contact: Yoshihiro Yamasaki <address@hidden>

Yoshihiro was feeding CONDUIT from idd.geo.nsf.gov (aka atm.geo.nsf.gov)
until it went down last Friday.  ETA on idd.geo.nsf.gov being up is
uncertain as the service company is waiting on parts.
