20050225: IDD top level relay node thelma.ucar.edu is unaccessible

IDD sites feeding from thelma.ucar.edu:

The top level IDD relay node thelma.ucar.edu is currently offline so it
is not servicing feed requests.  We are working to bring it back online
as I write this.

Given the current inaccessible state of thelma, and given that it will
be powered down for 4 hours tonight starting at 6 pm MST (1 UTC, Feb
26), we are advising you to fail all of your thelma.ucar.edu data
requests over to idd.unidata.ucar.edu immediately.
