At about 5:40Z on the 19th, the network connection to atm apparently
switched from I2 to commodity internet.  This sent latencies for all
feeds not originating on atm (atm runs a NOAAPORT ingest system) rocketing.
Mike Schmidt has contacted the appropriate person at NSF/ATM to investigate.
