shemp _is_ a box housed in the Unidata Program Center offices.  The
connection you saw was me running a notifyme to 198.124.97.216
yesterday afternoon.  I did this in response to Teresa's email to
Unidata Support yerterday:

My successful connection to 198.124.97.216 with notifyme verified that
the portmapper connection problem reported by Teresa was on her
machine, not yours.
