thelma connects

Hiya Robb, 

I could add these and stop and restart thelma, but I would feel more
comfortable if you did these. Unless you would rather I did it. I am
fairly confident i know the correct process, nonetheless, if you could,
would you please add an allow UNIDATA on thelma for:

inti.efis.ucr.ac.cr 
IP 163.178.110.213

and

titan.efis.ucr.ac.cr 
IP 163.178.110.76

These are for the Costa Rica site.

I think there are some DNS issues so we want to include the IPs as well
