20001110: RUC grids from NOAAPORT

IDD data users,

Several questions have arrisen lately regarding the RUC data on the IDD.

You will notice that currently, RUC model grids are using two different
distribution identifiers, eg KWBC and KWBG. KWBC identifiers are being
sent for analysis grids only.

If your pqact.conf pattern action is looking for the identifier, 
make sure you are using the pattern "KWB.".

Otherwise, a suitable pattern would look like:
HRS     ^[YZ].*/pRUC
