2000914: problems on experimental NCEP server

Robert,

The RUC2, AVN and MRF are being posted on the OSO ftp server 
(which feeds NMC2 for CONDUIT). Try ftp://140.90.6.103/ncepb/
for avn and mrf and ftp://140.90.6.103/ncepe for ruc2.
