Jeff and Greg, 

SSEC Madison is having some NOAAport difficulties, and if your NOAAport
ingester is operational we would like to have an ALLOW for 

thelma.ucar.edu

as a failover since we are now limited in our NOAAport access.

We expect this problem to be resolved in the coming week, but just in case
it would be nice to have the failover in place.
