20000302: please ALLOW CCNY machine for NLDN

Pete,

Could you please add halo.sci.ccny.cuny.edu to the ALLOW list for NLDN
data?  We have been helping CCNY get their machine working correctly,
so they should be set to go.  I verified that forward and reverse
name lookups work for halo, so I don't anticipate any problems in
the feed.

We don't have all things straightened out yet, but we are working on
