19990802: LSU swithcover complete on Thelma

Ric,

The LDM user workshop is currently under way here at Unidata,
so Robb will be occupied otherwise through tomorrow.

I restarted the LDM on thelma with ldmd.conf adding your new IP
to the allow line as well as the name for sirocco. This should
allow your connection in the event name services fail.
