19990528: HDS Problems - Update

Squall.atmos.uiuc.edu is requesting data from thelma, but apparently
not able to receive.
I was able to initiate a pqsend session to force the data down to squall,
and it is receiveing the data being pushed from this end, but will not
accept data in a pull from that end. I restarted thelma, but problem
on squall's remains, so I'll leave the pqsend process running until
squall accepts data from rpc.ldmd.
