19990317: Data still slow out of Nora

Dave,

It looks like data is arriving to nora at a reasonable rate from
NWS, but I'm still seeing a huge backlog in getting things out of there.
The flow out of nora appears sluggish to Wisconsin too.
Are you still running with half duplex from nora?
