Something is really goofy here.  When was the last time you did a clean build?

To do so:

rm -rf $NAWIPS/os/linux64/
cd $NAWIPS
make everything >& make.log (this will take a long time)

then check $OS_BIN again and send me the make.log file if you notice something 
wrong.
