[GEMPAK #BEJ-616888]: decoders broken after os upgrade

I have not used the PGI compiler with GEMPAK 7, but you can find a Makeinc 
config file at 

/home/gempak/GEMPAK7/config/Makeinc.linux_pgi 

You should copy it to Makeinc.linux64_pgi since Makeinc.common will look for 
Makeinc.{OS}_{COMPILER} - and make sure that CC and FC are set to the C and 
Fortran compilers you want to use.
