[GEMPAK #RGI-969779]: Gempak Decoders

Hello Flavio,

All that is needed for GRIB data are appropriate grib tables that dcgrib2 uses. 
 For Eumetsat files, I would have to know the file format to know if GEMPAK 
supports them.
