[GEMPAK #OHT-646748]: GEMPAK help and documentation pages no longer active

Hi Jason,

We were required to make some changes to our web server recently, which was the 
cause for the man pages going down. 

The Programs and Parameters pages are back now, and the rest of the pages will 
be up soon enough.

Sorry about the outage!
