[GEMPAK #PJR-528215]: gdplot2

I got this to work, please try it and let me know if it works for you as well.  
I'll add it to the upcoming GEMPAK7 release if all goes well.

save attached Makefile to $GEMPAK/source/programs/gd/gdplot2/
cd $GEMPAK/source/programs/gd/gdplot2/
make programs_png
