[GEMPAK #YBY-595472]: ingest radar data

Hi Matias,

Thank you for sending along an example file.  I do not know what an Enterprise 
Radar is.  You say the file attached in NEXRAD3 format but in order to be 
supported in GEMPAK it must be in NIDS format:
