[GEMPAK #PAC-692158]: dcgrib2 decoding problem for soil moisture?

The GRIB 2 vertical coordinate conversion table (g2vcrdwmo2.tbl) has been 
updated since the release of 5.10.4.

I've attached the updated table to be placed in $GEMTBL/grid/ (or your working 
directory for testing) - this should solve the problem.
