Hi Art,
Are you certain the depth is being rounded rather than scaled? After decoding
the linked file what I see are layer values (for DPTH vertical coordinate)
expressed in tenths of meters. Are you seeing the same or are the decoded
layer values actually rounded (which would look like LEVL1 = 0, LEVL2 = 0
rather than 0 and 10, respectively):
