[GEMPAK #HOR-561708]: GEMPAK with overlaid satellite images

Hi George,

SFCNTR is at the moment unable to create an OA grid of the satellite 
projection; only CED projection, which results in incomplete coverage and 
noticeable skew.  I'm looking into possible fixes.
