[GEMPAK #BLG-266408]: Mar 2010 build on FreeBSD 7.2

I'm afraid this one has me stumped right now.  The oalib Makefile contains the 
same "ar rv" command that's being executed in other directories, but for an 
unknown reason it's just not being executed.  The simple workaround is to cd 
into $GEMPAK/source/oalib/ and type "ar rv $OS_LIB/gemlib.a *.o" - but this 
addresses the symptom of the problem and not the cause.
