Hi Jennifer,

GEMPAK is a freely-available, open-source software package that you may 
download and install without payment.  Please see the following link for more 
information:

As for "GEMPAK Web Uploading" and "Workstation WRF", I'm afraid I don't 
completely understand what you're asking.  Unidata distributes and supports 
GEMPAK software but does not sell or otherwise provide any hardware or the WRF.
