The online Users Guide page for gdplot2:

http://www.unidata.ucar.edu/cgi-bin/gempak/manual/programs_index?gdplot2

lists TITLE as a viable option for plotting. This does not appear to be
output driver dependent.

The Users Guide page for TITLE:

http://www.unidata.ucar.edu/cgi-bin/gempak/manual/variables_index?title

says that one can use the '~' (tilda) character in the TITLE text to
represent Valid date/time. Have you tried using this? If yes, does it
not work/do what you want?

I don't see anything in the GEMPAK Users Guide that indicates that there is
support for this formalism. You may want to send your question to the
gembud email list to see if others have a clever way of doing what you want.
