I have all times in the gfs003 file here with 19,904 grids. The $GEMTBL/grid/gribkey.tbl file allows for 29,000 in the gfs003 file. The default for GFS I have (which is what the 703 gets) is 10,000, so you should see that your file is full in gdinfo.
