The way that the product can be created in GEMPAK is to convert the satellite file to a grid using a program I have created called IMG2GD, and then use grid functions to combine a topo field with the satellite image, then convert the composite grid back to an image using a second program called GD2IMG.I have added functionality of these programs in the 5.10.2 release and tweaked in the past month or so. I have attached a sample image I created using your jpg as a guide. I'll put together an example web page as a guide for how to create the composite grid --> image and color table to display the composite since it will be a generally useful guide for others as well.
