[GEMPAK #IBI-740956]: LCC projection

Jamie,

The PROJ variable must be "sat" to display a SATFIL, and
"rad" to display a RADFIL. The projection will be that of the image itself.

GAREA can be either "dset" to use the entire image region, or a subset region.
