[GEMPAK #UOZ-297853]: GEMPAK - converting from pkb (packed binary format)

Not that I know of, but that doesn't mean that somebody hasn't done it. You can 
try the gembud email list.
If you know of any tools to extract the data to some standard format such as 
NetCDF or grib, then
converting to GEMPAK would be relatively simple as long as you can get the data 
to a regular grid.
