The example use of gridded programs (GDPLOT2) to overlay radar is for gridded 
radar 
composites produced by GDRADR. There is no way to  Overlay an image on
top of BND in GEMPAK. It is possible to create a BND graphic as a GIF image 
using
the radar projection etc, and create a separate GOF file of the radar image for 
the
same area, and then use commonly available image manipulation programs
to graphically add the images where the radar image is not black.
