The GEMPAK decoder dcacft is used to decode PIREPs (and AIRREP, RECCO,
AMDAR [dcacft -help]). See the pqact.gempak_decoders file for the
supplied dcacft pattern action) and the NWS data management cross
reference for WMO IDs "PILOT REPORT":
