I'm on A/L this week, but your answer makes perfect scence to me. When I ran dcwarn in verbose mode, I could tell that it could "see" the product, but it was just unable to decode the warning. In the back of my mind, I was starting to wonder if it was a header issue. When I displayed raw NOAAPort text, it appeared to have some control characters at the start of the product. I had forgotten about the ZCZC...NNNN structure. Thanks! I'll try this out next Monday.
