20041213: Gempak - dcmetr wrong decoding of SA reports and MLT

Christian,

One solution would be to rename the US station from MLT in the
station table to KMLT. That way, this station wouldn't match the
MLT "SA" which is probably something like CMLT, since only 
those Canadian AUTO8's still come in the modified SA bulletins.
