To explicitly set the FINT to the FLINE, you can use:
FINT = ! ! 988;992;996;1000;1004
FLINE = 28;0;27;0;26;0
To answer your other assertion:
Yes, when specifying contour ranges and int/min/max, where
min or max is outside the range of the data, you would
end up with moving assignments since the fline colors
will start at the minimum contour value, instead of
the specified min value.
