20021122: Lat vs. time section in GEMPAK

John,

There isn't a lat vs time plotting program.

The gdthgt program plots time versus height for a single point,
so the guts are there for extracting the times of all grids, but
it would have to be reworked for a spacial plot instead of vertical.
