Ok. Looks like you are working with the 5.6.f distribution instead of
the latest 5.6.h distribution.
In that case, you must first cd to $NAWIPS/ldm/etc
before running gen_pqact.csh.
The support for 24 bit colors is new to the 5.6.h distribution, so
my previous comments regarding that aspect are not valid for the
version you are working with.
